Add a new system to the reporting pipeline. All sections must be completed — partial drafts aren't saved. API credentials are stored in Supabase Vault; only the secret UUID lands in site_config.

Manually enter monthly or daily figures for (site, period) pairs the system doesn't have detail for — either because the site was generating before VCOM tracking started, because it's been commissioned but not yet onboarded, or because a meter misreported. Real tracked data wins unless you tick "Force this override" on a row.

Manage each site's tariff rate periods. Tariffs are effective-dated — when rates change, add a new period rather than editing historical rows. Editing past rates retroactively changes savings calculations on already-generated reports.

Manage each site's contractual yield. Set the year-1 annual figure, the per-year degradation rate and a 12-month distribution, then click + Generate year N to fill the performance_targets rows for that contract year. Individual monthly targets remain editable for one-off adjustments.
